How do I obtain a form 8853? It won’t let me go any further.

This form is not ready yet for 2019 tax returns.  To check the status of the form's availability, please click on this link: IRS Forms Availability in TurboTax.

The IRS has it available now.. Your list says that it is available.  But you insist that it is not.  I need it to finish my taxes.  What is going on with your program?????

Form 8853 is available in both TurboTax Online and TurboTax Desktop.  What version of the program are you using, and what sort of problem are you having?
