How do I pay by phone if the site wont take my payment?

I keep getting an error when I try to put in payment information

Do you owe money to TurboTax for fees, the IRS for federal taxes or to your state for state taxes? You can't pay any of those by phone. You can pay the IRS and your state through the IRS website or your state's DOR site.

To pay your TurboTax fees, we accept credit, debit, and pre-paid cards with a Visa, MasterCard, American Express, or Discover logo. Like many other U.S. online merchants, we can only process cards with a U.S. billing address. Paying with your refund for an additional fee is available for some taxpayers. If it is an option for you, TurboTax will offer it when you pay your TurboTax fees online.
