How do I proceed if I've already received form 3849 (online through Covered CA and in the mail) but my online return is telling me it won't be available until 02/11/2021

What that means is that the IRS has not cleared the form for us to use in TurboTax. So TurboTax expects the IRS to approve our use of the form after 2/11/2021.
