If I use the 1099-Int form, it requires a FEIN, for the US Treasury? but since I don't have, and won't have a 1099-Int until I cash them.  I don't know what the FEIN would be.  Do I use the US Treasury? Does anyone know what that would be?

You do not need an FEIN to enter interest on your tax return. There isn't even a place to enter the FEIN in TurboTax. All you have to enter is the payer's name, US Treasury, and the amount of savings bond interest in box 3. You are not filling out an actual Form 1099-INT.
