The Federal Poverty Lines for various states are shown in Table 1-1, Table 1-2 and Table 1-3 in the IRS's Instructions for Form 8962. 

Table 1-1 applies to most taxpayers.

In these tables, you can see the poverty line based on your family size, and compute your percentage from there.  See Form 8962 to see how it's computed.
