How do you find out if someone else is using a family member on their taxes?

Not to sound rude or anything, but the only possible way is to personally ask that "somebody else". Understand that the IRS has specific rules on who can be claimed as a dependent, and who can claim someone as a dependent. The IRS rules can not be over-ridden by any court either, unless it's a federal judge. But since federal judges don't deal with things like child custody and the such, I can tell you with 100% certainty, that will never happen.
