How should I enter two different local income taxes for the same locality?

My w-2 lists 2 separate local income taxes in box 19 for the same locality in box 20. How can I fix it?

Please add the two lines for the same locality in the W-2 input. You will continue to get an error message unless you combine boxes 18-20.
