How to fill Part 2 in Tax Form 8BEN?

I am not a USA resident (on J-1 and TN visas) but have been a resident for tax purposes for 15 years. I have to fill out an 8BEN now and my country Mexico is on treaty but I am not sure how to fill up part 2 in the form, any ideas where to find information on the percentages for withholdings?

@rsolinis , since you are a US person ( Resident for Tax Purposes ), have SSN, I do not understand why you are filling out a W- 8 BEN. What are trying to do ? Who is asking for the form.? You also mention that your home country ( MX) is also involved in this -- please can you give me some more info on this situation-- such as

(a) your current visa ( TN ? )

(b) Where are you domiciled --- CA/ TX/ AZ or where?

(c) do you own home and/or other significant assets here in the USA ?

(d) Is this need for W-8 Ben for a bank account or what ?
