Question

How to I file label "T" on the W2 that requires adoption from 8839 but I didn't do adoptions.

My wife's employer has an adoption/surrogate assistance program that reimbursed us for our payments for surrogacy. The reimbursed fund was labeled "T" on her W-2 and I think that prompted TurboTax to ask us to fill out a form 8839 (which is Adopt Child Worksheet). Since there is no adoption I have nothing to fill out but the program won't let me e-file without filling this out.

What would be the correct way to file this reimbursement and file our taxes (preferably through e-file with TurboTax)

The reimbursement is not taxable and you don't have any adoption credits (obviously).  Go ahead and enter zeroes on the 8839 and call it a day.
