The TurboTax account fees can be paid with a credit or debit card from a US bank located in the US.  The payment of the account fees is located in the File section of the program on Step 1 when using the online editions.

How to pay the Online Fees. If you don't have a credit card you can get a prepaid VISA card at WalMart or somewhere.
