How turbotax is going to send me the pay check to my country (Argentina), do I have to pay?

TurboTax does not send or receive any type of tax refund, federal or state.

For a federal tax refund, the check is sent in the mail by the IRS to the address entered on the federal tax return.

TurboTax does not send you a "pay check" or any other money.  If you are getting an income tax refund it will come from the IRS.  The IRS will not make a direct deposit to a foreign bank account,  If you are getting a tax refund, the IRS will mail you a check addressed to the same address you entered on your tax return.

That being said---are you a non-resident alien?  If so, you cannot use TurboTax.  You may need to look at using sprintax instead.
