I already filed federal with the premier. Now I am filing my states return, it is asking me to purchase premier again.

Do you see your 2021 federal tax return in your TurboTax account? Sounds like you may be in a different account. You can check to see if you have multiple accounts by following the steps in the below TurboTax help article.
