A military state of legal residence only applies as long as you are on active duty.  This TurboTax Help states:

From a tax standpoint, your State of Legal Residency (SLR) is considered your "domicile" or "resident" state as long as you are on active duty. Even if you are stationed in another state, you’re still considered a resident of your SLR.

Your state of residence now depends upon the legal definitions defined by the state departments of revenue and taxation.  Virginia residency per The TaxBook, page VA-2 states:

You are not an employee.  But as a veteran, you receive veterans benefits that may be subject to tax advantages in some states.
