Question

I am an F1 that passed the substantial presence test. Can my wife (F2) get an ITIN number to fill together?

@claudioaguayob ,  what I understand from your post is that  (a) your  "exempt status" -- 5 years has expired and so in 2022 you were a Resident Alien for tax purposes;  (b) your  spouse  being on dependent visa ( F-2), has the same status as the primary visa holder -- thus she is also a Resident Alien for tax purposes.

So yes , for the purposes of joint filing only, she indeed eligible for ITIN.
