I am at the pay screen and i am due a refund, but it has not asked me for bank information. does it come after i pay?

Yes, when you reach the File section of the program you will see 3 steps. It sounds as if you are at Step 1. Once you reach Step 2, you will have the option to select your refund method. (see screenshot)
