I am due a refund but im told i dont have a refund to pay the fee. What now?

There are two possible reasons that your refund could have been eliminated.  1) You owed money to the IRS or child support obligations and your refund was taken in order to pay those debts or 2) there was a change made to your tax return by the IRS that corrected it to the way the IRS thought it should be and that eliminated your refund.

 

If your refund was taken in order to satisfy an outstanding debt then you will receive a letter in the mail explaining what the debt was and why your refund was taken.

 

If you expected a refund and then the IRS reduced or eliminated your refund after filing then you need to find out what changes they made to your return and why.  The only way to do this is to download the corrected return from the IRS website and see what changes they made to it compared to the return that you filed.  

 

In order to do this you should log in to your IRS online account.  If you don't have one then you can create one by going to irs.gov/your-account and entering your personal information so that the IRS can link you to everything associated with your social security number.
