I am filing my federal return by mail. Do I include my state return with it?

No.  The IRS is not interested in state returns.    In contrast, most states are interested in having a copy of Federal returns, however.

Why are you filing the Federal return by mail?   That will delay any refund (if applicable) by several weeks.    Did you try to efile the Federal return and got a rejection?    We may be able to tell you how to fix it in this forum.

 

If you file your Federal return by mail,  then when you file your state return, it will also have to be filed by mail.
