I am in FL and IRS is waiving penalties due to hurricane Milton but Turbotax is assessing a penalty and adding it to my tax obligations. How do I remove this?

I did not make quarterly payments but I understand IRS is waiving a penalty. However, Turbotax is charging me a penalty and adding it to what I owe. How do I get this removed? Does IRS refund me later? Do I have to submit anything?

    To remove your penalties due to a natural disaster, please follow the instructions below:

    1. Navigate to the underpayment penalty section:
      1. TurboTax Online/Mobile: Go to annualizing your tax.
      2. TurboTax Desktop: Select Search Topics. Search for and select annualizing your tax
    2. Answer the information in the penalty waiver section.
