I am required to claim/file my child support arrears payments as of a source of income?

Child support received is NEVER considered income on an income tax return.   It can be used to get an increased sales tax deduction on the Sch A  but it is NOT income.

I'm unclear on your question.

 

Child support that you receive is never taxable income.

 

Child support that you pay is never a tax deduction.  If child support arrears are being withheld from your paycheck, you are still taxed on the full amount of your paycheck.
