I am trying to file first and then make a payment plan for my tax due but I am don't see that option.

Just file as you normally would as if you'd be receiving a refund. Make sure that you download a pdf version to your computer (or print out a hard copy) for future use. Give the IRS time to process your tax return and then visit their installment agreement website to set up the payment plan. The website is:

To request an installment agreement, please follow these steps:

  1. When you're ready to file your return, go into your return and click on the File tab.
  2. On Step 2, Choose a refund method, click Start or Revisit (if you've gone through this step previously). 
  3. Continue to the screen How would you like to pay your federal taxes? Select I want to request an installment plan and click Continue.
  4. After reviewing information on the How to request an IRS Installment Agreement screen, click Continue.
  5. Continue through the screens, entering the requested information.  You will be asked:
  • Your contact information;
  • Your bank and employer information; and
  • The upfront and monthly payments you wish to make as well at the day of the month for the payment.
