I am using turbo tax and having problem how to account $8000 i received from my ex employer to buy health insurance

If your ex-employer gave you money or a benefit associated with you working there, then it should have been reported on your W-2 form. 

 

If you can be more descriptive please on how you came to receive the $8,000 and what you did with it we may be able to help you better.

My ex employer was paying my health insurance while I was living in California, then I moved to Minnesota after I moved my ex employer told me that I have to find my own health insurance and they will send me equivalent amounts they were paying In California .now I receive $650 Monthly from my ex employer to buy own health insurance

If your employer is giving you a monthly allowance for health insurance that you can spend as you choose, that is taxable income that should have been reported on your W-2.

 

If you received health care reimbursements under an accountable plan from your employer, meaning that you had to submit your actual costs for reimbursement, that would be non-taxable.
