I been making payments on taxes I owe for 2017 I owe again for 2018 can I file for an extension for 2018 taxes??

Yes, you can and should file an extension if you are unable to complete your tax return before the deadline. Keep in mind that you will need to estimate any taxes you may owe on your return and subject the payment with your extension in order to avoid penalty. The extension only extends the time you have to file a return, it does not extend the time you have for paying your tax due.
