I bought a $400 laptop computer this year primarily for personal use but used it a few times while tutoring. Does the laptop count as a self employment expense?

I made a total of $150 for tutoring this year.  Does any or all of the laptop cost count as a self employment expense?

No.  You didn't have enough business use to be able to count it as a business expense.  But if the amount that you are listing as self-employment is the only self-employment you are reporting, it is not enough to make you pay self-employment tax regardless.  Just report that without expenses.
