I bought a heat pump in 2023.Turbo tax shows a fed refund of 1862.Without the credit I owe 138.I thought this was a non-refundable credit meaning I owe 0.Which is right

On Saturday the top left screen showed a fed refund of 1862, but my tax summary explained that I owe nothing and get no refund.  Turbotax also gave me an Oops! message and said to try again later.  Today it just shows the refund of 1862.  Which is correct.  As I said I thought this was a non-refundable credit meaning I get no refund, but would owe zero.

A nonrefundable credit essentially means that the credit can't be used to increase your tax refund or to create a tax refund when you wouldn't have already had one

However, you will receive a refund for any taxes withheld from your paycheck when you tax liability is reduced to 0. 

Your federal tax liability amount is found on Form 1040 (line 24).
