I am trying to have some of the nc state refund applied to 2018.  I cannot find an entry to tell it how much I want to be applied.  I tried going directly to the form which it highlights but it want let me enter the amount.

You should be able to apply part of your refund to the estimated taxes for 2018 in the Estimated Taxes section of the North Carolina return.

If you go into your NC state return and select Other Situations, then Make Estimated Payments for Next Year, you will eventually be brought to a screen where you can designate that you want part of your overpayment (refund) to be applied to next year's estimated taxes.  See sample screenshots attached.
