I can't e-file state tax return.

I need to file the Federal tax return in person, which means I need to visit IRS office to submit my federal tax return this week because I should get an ITIN for my kid.

So, I tried to e-file my state tax return, which is New York tax return, with your program, but it says I cannot e-file it without Federal tax return.

How should I solve this problem?

You cannot e-file a state return unless you have successfully e-filed your federal return.  Your state return will have to be mailed.

    NEW YORK

New York prefers e-filed returns, but there are certain circumstances that make it necessary for you to file your NY return by mail and the state DOES allow mailed returns.    If you could not or did not e-file your federal return then your NY return cannot be e-filed.   It has to be mailed.   It is not possible to e-file any state return if the federal return was not e-filed and accepted by the IRS.
