I cannot e-file b/c form1040 is 0; but law requires to e-file state return, what should I do?

Do you only have Social Security, SS, SSDI or ssi income?  You do not need to file a return.  If you want to file federal you will have to print and mail it.  If you can’t efile federal it’s ok to mail state (NY?) too.

yes, I only have SS. So can I confirm I don't need to mail federal since I only have ss, and I can file State by mail? Thanks a lot.

If you have no taxable income then you don't need to file a state return either ... why do you think you do ?

You may want to file a tax return anyways.  For example, filing a tax return will reduce the chances that somebody will file a fake/false tax return in your name.  Also, some non-tax purposes may need a tax return filed (if you want a loan, student aid, government assistance, etc.).  Filing a tax return also starts the Statute of Limitations to be audited.

The easiest way to e-file is to add $1 of bank interest.
