Question

I cant upload its deductable, do I have to pay first but not file to access? i have self employed turbo tax

No, you do not have to pay first.  You do have to make sure you are using the account for ItsDeductible that you are using for TurboTax Self-Employed.  Here is the instruction page for uploading your donations into TurboTax.
