I contacted the IRS and they said I don't need the identity pin anymore how do I E-file without it???

Yes, you are correct you do not need an e-File PIN to file electronically.  The IRS now accepts your prior-year adjusted gross income AGI as proof of identity.  For 2019 tax returns you will use your 2018 AGI.
