Yes, you can pay your taxes owed to the IRS by mail using Form 1040-V. To avoid a penalty the payment must be postmarked no later than July 15, 2020.  You can use TurboTax to prepare and print Form 1040-V.

If you are referring to paying your TurboTax fees, unfortunately the fees must be paid before you can e-file or print your returns.  They cannot be paid by mail.

One option is if you quality you can use TurboTax Freedom Edition,

https://freefile.intuit.com/

To qualify,  is your adjusted gross income (AGI) $36,000 or less?

Were you active duty military in 2019 with an AGI of $69,000 or less?

Do you qualify for the Earned Income Tax Credit (EIC)?

How do I switch to IRS Free File Program delivered by TurboTax?
