I did not receive either stimulus check, the stimulus should be $1,700 for 1st and $600 for second. Why is line 30 only $1,800 instead of 2,300?

If you did not receive the stimulus payment in 2020, you are entitled to the Recovery Rebate Credit. The Recovery Rebate Credit is base on your 2020 income tax return. So if your dependent was 17 in 2020, you would not be entitled to credit for that dependent.
