I didn't file for 2018. I am trying to file my 2019 now. Turbotax or IRS are not giving information on what to do. I submit and get nothing.

would you please clarify as to what you mean by I submit and get nothing. 

Since you did not file a 2018 return, when it asks you for a 2018 AGI, use "zero".  If using zero will not let you e-file the 2019 return, then you have to print, sign and mail the 2019 return.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
