I didn't file in 2015 because I made under 10,000. I am now filing for 2016. Do I need to file both years now?

No, the tax return reports the information for one year.  If you were not required to file in 2015, you do not add the information- the 2016 tax year started January 1st 2016 and you only add the income you earned in 2016.
