Question

I didn't work in 2018 so I don't have any W-2's and didn't collect unemployment benefits so why can't I e-file my federal return?

What income did you enter?  If you had no income you don't have to file a return.

Because you cannot electronically file a "zero" return. The IRS doesn't accept them. You can paper file and mail if you want, but there is no requirement for you to file a tax return.
