I didnt claim my medical insurance refund last year can I file with this years refund?

I have the same job but last year if I claimed my medical insurance the price of adding it would haven't been worth the time and payment to get get it done can I add it to this years tax refund

No, 2019 details should not be included on the 2020 tax return. Amend 2019 to include the information.

By medical insurance refund, if you mean the premium tax credit, it is important to report what you received to make sure none of the advance needs to be returned.
