You can only change your bank account information when you file your tax return.

Your stimulus check should have been deposited to the bank account you used when you filed your 2019 tax return, or you should have received a check in the mail. If you do not receive it by the time you prepare your tax return this year, you can account for that on your 2020 tax return and it will be used to reduce your tax for this year, and any balance left over will be refunded to you.
