Question

I do not have a 1095-A form but the government website says I can provide my insurance card instead. Is it possible to do this on TurboTax instead of providing a 1095-A?

irs.gov says I can provide the following as proof of insurance instead of a 1095-a:

insurance cards,
explanation of benefits,
statements from your insurer,
W-2 or payroll statements reflecting health insurance deductions,
records of advance payments of the premium tax credit and
other statements indicating that you, or a member of your family, had health care coverage.

Are you on a health policy bought through the Marketplace (ACA)? The 1095-A has numbers on it that are necessary to enter into TurboTax.

This is not a question of proof of insurance, but of reconciling the Premium Tax Credit whose benefit you should have received when you signed up for ACA insurance. You needs numbers for that, and these numbers are on the 1095-A form.

So, did you get health insurance from the Marketplace? If so, you need a form 1095-A. Contact your Marketplace to see if you can get a copy.
