    I don't have any.  I paid state taxes monthly.  Have the amount I filed each month and total of income for the year

    There are almost 2 dozen different versions of 1099's and you don't say which version you are referring to.  I assume that you are referring to a 1099-MISC here.

    IF someone is obligated to issue you a 1099-MISC - there a rules in place that set the requirements - THEN you should ask them to do so.  However, irrespective of what sort of 1099 you are referring to, it's YOUR obligation to report your income from all sources accurately, irrespective of whether you received a 1099 or not.  This is especially true if you're an independent contractor/sole proprietor where you should be maintaining your own books and records - which might be as simple as a checking account register - of both your income and your expenses.

    You certainly don't "need" a 1099-MISC in order to report your income; simply refer to your own information and fill in the income amount as "not reported" on a 1099-MISC.
