The 1099-SA is the form that the HSA custodian sends you to describe the amount of HSA distributions (the amount you spent from your HSA on qualified medical expenses)

 

If you did not spend anything out of the account in 2019, then you won't receive a 1099-SA (that's OK, just don't enter it).

 

If you did spend something from the account in 2019 and haven't received the 1099-SA, check your HSA custodian's website, as many custodians make the form available online. And, of course, you could just call the HSA custodian and ask.
