I ended up owing for federal and state for 2019. It’s saying I can make 4 payments but it’s also saying I need to pay before April 15th. I’ve never owed so I’m very confused

Read your documents more carefully. Any amount you owe for 2019 wants to be paid by April 15. The payment vouchers you have been given have the date 2020 in the top corner. TurboTax assumes that you will also owe taxes next year, and is giving you quarterly payment vouchers so that you can pre-pay your taxes and not be overdue again next year. You don’t have to use the vouchers, If you don’t want to, but you will have to make some kind of arrangement so that the amount you pay into the system during the year from withholding and estimated payments is approximately equal to what you will owe.
