I filed my federal thru IRS because of my wife's ITIN. Can I file my state tax thru turbo tax?

You cannot e-file a state return without an accepted e-filed Federal return. In addition, most of your information needs to be entered into the Federal section of TurboTax.
You can go through the filing steps and choose to file by mail. Then you can opt to only print, mail and file your state return.
