I filed my Louisiana state tax return for 2019 and the state says they have not received it. Do I need to refile through the state of La.

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals.

To track your state refund:

If your state return was not filed or if it was rejected, you cannot e-file any more. The return has to be printed, signed and mailed to LA.
