Question

I filed my return, but it was rejected. The state taxes were taken out of my bank account, but not federal. I am not sure what I need to do.

If I start over, will the state taxes be taken out again?

That sounds odd.  You cannot e-file a state return unless the federal return was e-filed successfully.  if your federal return was rejected, you could not have e-filed the state return.  Do you actually see the money coming out of your account for the state tax?  If the return was not filed, the state did not get your banking information.

Check your e-file status again and see what it says.

When you e-file your federal return you will receive two emails from TurboTax.  The first one will say that your return was submitted.  The second email will tell you if your federal return was accepted or rejected.  If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.

First, check your e-file status to see if your return was accepted:
