I filed my taxes and it say something getting back from federal but owe state. My total refund amount shows the federal minus the state. Will turbo tax pay the state for me or do I need pay? And if so

No. That's because the IRS and state tax departments each maintain their own, separate tax collection systems.  This means you can't apply your federal refund to pay off your state taxes, nor the other way around.

 

Likewise, if you're filing more than one state return, you can't use the refund from one state to pay off another state.

 

If you're using the Refund Processing Service, you can pay your TurboTax state preparation fee state  with your federal refund—just not your state tax bill.

 

Alternatively, you can chose to print out your State Return and mail your return and payment directly to them.

Your state tax due cannot be paid from your federal refund. 

It is not possible to pay your state tax due from your federal refund, nor is it possible to pay a federal tax due from a state refund.  The federal and state treasuries are completely separate from each other.  You may have seen a TurboTax summary of your federal and state amounts that confused you into thinking one was “paying” the other.  It is not.  If you have federal tax due you can pay by mailing your payment, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.  You must pay your state tax due using the state’s preferred method of receiving payment.  For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

At the end Turbo Tax shows you a summary of the net combined federal and state. But that is only for your info. You will still get the full amount and need to pay any tax due separately yourself. 

 

Check the printout or PDF of your return; look for the state cover sheet with the Turbotax logo.  If you owed tax, it will show the payment information and how/when you decided to pay.  Read the state payment instructions carefully since most states cannot be paid from within the TT system and requires additional steps.
