I filed on January 31st and I have still not received my federal do I have to sign a paper or something?

I efiled on January 31st. I've recieved my state but I am still waiting on federal

No. It depends on what was reported on your federal tax return which would initially explain a delay. 

 

The IRS is currently no longer receiving phone calls while they prepare to issue the stimulus checks. This will delay getting your answer, but the IRS will be able to explain your refund status. 

 

You have several options through the IRS to get an explanation. I recommend calling to order a Record of Account Transcript, which will give you all the details for 2019. I recommend doing this online at IRS Get Transcripts. From here, you can select to proceed online or order it through the mail using Form 4506-T.
