I filed this year with someone who owes from last year..will they keep refund

It depends.  If you are married filing a joint return, your anticipated refund can be offset and applied to your spouse's debt.  If you suspect this to be the case, you may file an Injured Spouse Form to get the portion of refund on your income since you were not responsible for the debt.  I will give you an FAQ at the end of this answer with more information on how to do that.

If you are only claiming the person with the debt as a dependent, however, his/her debt will not affect your refund.
