I found a page that said I can talk to a consultant free of charge and I had to sign in, now I cannot find the number or information to do so. Where is the number please.

Can I just ask one question. If a married couple are living on Social Security alone. Both over 70, can the spouse that makes a little over $25,000 file a return married filing separate, and the other spouse not file because he makes less than $25,000?

If your only income is Social Security you are not required to file a tax return unless you have a 1095A for marketplace health insurance.    If both of you only have SS, neither of you has to file.
