I had health insurance for part of the year. Then I switched to a health sharing program. How do I answer the questions about health insurance?

Also, isn't the penalty gone? Why are the questions still being asked about health insurance coverage?

Yes. The penalty is gone. The only issue is whether you had coverage from the marketplace (Obamacare) so that premium tax credit can be reconciled.
