I had health insurance for the whole year, but I moved several times. Now, I'm being asked to pay a penalty of $198 in MA because I didn't meet MCC for the whole year.

I was employed for 6 months in MA and had MCC health insurance there for those 6 months. Then, I moved to CA (was on my parents insurance) and then to PA (where I had student insurance). But, I'm being asked to pay a penalty for not having insurance in MA for the whole time. How do I fix this since I no longer lived in MA after those 6 months?

You must have received the 1095 HC form from your insurance provider. You need to get it and enter it in TurboTax in the state return. You will not be charged a penalty.
