I have a 17 year old son who I can claim as a dependent, but when I am doing his taxes for Arizona state it keeps giving him his personal exemption. How do I change this

That's a federal thing.

Most states give every person filing a personal exemption, regardless of being a dependent. It doesn't work the same way as the federal, wherein the dependent doesn't take an exemption.

A single Arizonian gets a personal exemption of $2100. You get that plus a dependent exemption for him.
